Sending email notification to owner of Campaign

Hi,

Is there a way we can send an automated email to the Sales Rep/owner of the campaign, 2-3 days after the campaign ends reminding them to add leads and activities to the Campaign? I have looked at the workflow and it doesn't have an option to select Campaign Owner as the email recipient. Also how can we put a condition in a workflow that would check if there are any leads associated with the particular campaign.
