Matching Order Release to Tracking Event

I created a custom TRACKING EVENT  agent that is triggered upon the creation of a tracking event. I am trying to make an action with no data type association and using the action MATCH ORDER RELEASE. It never seems to match the order release to the tracking event though. Although the MATCH SHIPMENT seems to work just fine. Has anyone had luck performing this action and have any advise? This is crucial for our mobile app development Thanks!
