How to measure server performance of Server and database, can anyone advise on watchdog

Hi eXpert’s,

I am facing the performance issues with many databases including prod and non-prod, I have open case with oracle support they mentioned its I/O issue, but our infra team is not ready to understand it is I/O issue, is there any tool where I can get the exact proof with regards to hardware I/O or CPU memory etc…
