ORA-16532,ORA-16625,TNS-12564: TNS:connection refused

I am trying to create a physical standby from primary database oracle version 11.2.0.4.0 using broker configuration. During the registration process I am getting following errors and the HA configuration is failing.Following errors were reported on primary database.

Error: ORA-16532: Data Guard broker configuration does not exist

Error: ORA-16625: cannot reach database "prodcss1"

The time when I got above errors I can see the primary database alert log reported following errors:

    TNS for Linux: Version 11.2.0.4.0 - Production

    TCP/IP NT Protocol Adapter for Linux: Version 11.2.0.4.0 - Production

  Time: 01-MAR-2016 15:25:02

  Tracing not turned on.

  Tns error struct:

    ns main err code: 12564
