apps password case sensitive - clone issue

I have recently upgraded a test E-Business instance
Database from 11.2.0.4 to 12.1.0
Application from 12.1.1 to 12.1.3

After the upgrade the apps password would only work as uppercase, even if I tried to change it back using FNDCPASS.

Anyway I could live with that as the application all was working fine. I have now hit an issue when trying to clone from the upgraded instance.

The database clone process fails at 50% with the following error;
- 50% completed       RC-50004: Fatal: Error occurred in ApplyDatabase:
Control file creation failed
