Revision Control and IB update errors

What are the exact rules for Revision control of IB items? Our scenario is that the IB product is manufactured and transacted in Inventory with Revision but when interorg transferred to a DC the revision is dropped. We Routinely get an error msg "The source item instance 278765, in Subinventory FG-NewInst, for Organization 11030 in Oracle Install Base does not exist. Please verify that any receipt transactions were successful." The data fix seems to be to remove the revision from the initial record but there has to be a way that IB can support this type of scenario. Must one,
