APEX 5.x Upgrade - Static Files issue

We have a very old APEX footprint that has been upgraded a few times.  I just recently upgraded from 4.x to 5.x.  The installation/upgrade went fine and the verification script shows no issues with the installation.  However, when I try to log in, I get the following error message:  "There are issues with the configuration of the Static Files in your environment.  Please consult the "Configuring Static File Support" section in the Application Express Installation Guide."

Unfortunately, our configuration isn't like anything described in the installation guide.  We have APEX integrated into our EBS 11i application servers, so instead of dads.conf files, we have wdbsvr.app files.  I'm not sure where to put the new parameters (PlsqlPathAlias and
