What do we have to update in the application to cause a record in the IBY_EXTERNAL_PAYEES_ALL to be updated?

We have two active records in the IBY_EXTERNAL_PAYEES_ALL table for the same vendor.  One has an org_id which I believe means it's from the vendor site level.  One has no org_id which I believe means it comes from the vendor header record.

The header record for the vendor has no banking info.

The site record has one active bank/account.  We've tried end dating the account, the site, and the vendor.  Still the record in the IBY_EXTERNAL_PAYEES_ALL table fails to show the last_update_date as the current date.
