Convert Items UOM from KG to LB - Frozen Cost Update (R30835) Did Not Write JE to F0911

We have a list of part numbers set up with 'KG' as Primary UOM that need to be converted to 'LB'.  After UOM, cost, and on-hand quantity are converted, we updated the Simulated Cost and Frozen Cost to reflect the new cost components in LB.  However, the Frozen Cost Update program did not write any JE entries to F0911.  Any idea why?  Any insight would be greatly appreciated!

Below are the steps taken for the conversion:

1. Run Manufacturing JE (R31802A) to make sure JE entries are created for all WIP and complete WOs.
2. Inventory Adjust out the on-hand quantity of the parts in question.
