Contracts and Penalty in siebel

Hello,

I would like to know how and where contracts and penalty can be maintained for accounts in Siebel. I have a requirement on contracts and penalty,

1) customer takes contract at the time of order creation and he can change contract tenure in change plan if he wants

2) He has to be charged with penalty amount if he terminates the service when he is in contract.

3) If he suspend the services due to vacation, after resuming the services same number of suspended days should be extended in contract tenure.

Is there any vanilla functionality that i can use to meet the requirement. Please suggest on this.
