SIEBEL-EIM-How do we populate BU_ID as an org's parent organization

Hi,

I am now doing EIM load for organizations with multiple hierarchy. There are three levels from top down to bottom. I.g. OrgA -> OrgB -> OrgC

While loading them, since A,B,C all do not exists in system, i always get BU_ID on S_ORG_EXT set as "0-R9NH" which is "Default Organization". Even for OrgC, I made ACCNT_BU(Foreign key mapping for BU_ID on S_ORG_EXT) = OrgB on EIM_ACCOUNT, i still got Default Organization as BU_ID.

So my question is why this behaviors such and how can i populate BU_ID with a NONE-Existence Org?
