Siebel EAIDataSyncService Delete operation deletes all the records in the BC

In an Inbound xml input for Delete operations in a EAIDataSyncService If the Id Tag is not provided and just the IC Name is provided in the tag then siebel tends to delete all the records in the Business component. Is there a way where in siebel where in the Web service can be errored out in case no xml tags related to fields are present in the instance of the integration component

The Follwing xml goes in and deletes all teh records in the underlying BC

Please let us know whether there is any configuration to stop siebel from proceeding to the delete operation whenever there is no xml tag in teh instance of the integration component
