How does F0701730 get populated? Deleted records per ESU special instructions, now what??

We just took ESU JL23596 with SAR 21891537 which has a special instruction to  run R0701730 / XJDE0001 (to update compensation IDs in the F0701730) with a "1" = delete in the processing option. Now there is nothing in the table... what do I have to do to get the records to populate this table? We are on E1 9.0 update 1/ tools 8.98.4.12 and are currently on Vertex 4.1.1 and current with Feb 2016 update.

Please advise. Thanks!
