E1: 49 Bypass Routing but Still apply Payable Charge

During Sales Order creation the client is setting requested date, scheduled pick and promised ship dates.  Client is using adv TMS, but does not want TMS routes to override the dates that were originally entered on the order.  For this I thought to use BRR, however, the client still needs to apply payable shipment charges in F4945 against the carrier. When using BRR, payable charges cannot be added as there is no route in F4945 to place the charge in.  Is there a workaround for this?
