Duplicate Values (Data Protection ON)

We are on 11.1.2.3.700 and notcied some strange behaviour for a location.
At the end of the file we notice 2 times the same blocks (starts with !Data) of data that were extracted from HFM because of the Data Protection.
To Clarify:
First comes a block of Data that comes from FDM
Then a block from the Data that needs to be protected and came from HFM
Then the second time the Block that came before this one
Does anyone know why this is happening? And how to stop this?
Everything works fine in all other location
