User cannot open Claim Digger after upgrading to 8.3.2 from 6.7

I updated a users P6 from 6.7 to 8.3.2 and user states he cannot open claim digger. I have verified issue. There is no error that comes up, it just doesn't open. If I RUN AS a different user (admin) it opens up fine. I am sure this is a folder permissions issue and I have given him access to the java folder and to the entire ORACLE folder and still no change. any ideas?

Win7 x64 ; P6 8.3.2
