OMS 12c is throwing Error when checking webtier status: Connection refused: connect

After 2-system OMS upgrade from 11g -> 12c, I 've had an issue with weblogic certificate and couldn't access EM URL https://servername.domain.com:7799/em through IE11.

So I re-generated DemoIdentity and DemoTrust and used "emctl secure oms" command to update certificate I use.

OMS came up successfully but now I get Connection refused error when I access the URL. (404 not found on the front)

\oracle\app\product\mw1\oms>emctl status oms
