ARM - Business Rule

This is for ARM - v 11.1.2.4.

Wanted to understand the behavior of the Business rule.  This is an example:

     The business rule is setup in the FORMAT.  The condition is based on the Range of Source System Balance, if the criteria met, then Auto Submit and Auto Approved the recon.  From the testing      result, the rule executed for some recons and auto closed them.  BUT some recon remain open even the condition is met.  (I know this can be done at Profile level with auto recon method but it has more flexibility with business rule and adding multiple conditions here)
