MSCA material label different format

We are trying to print two different material labels for two different organizations. Even though the data is same but the sizes are different.

I created two different label formats (11.5.10) but while mapping to business flows, it does not allow to map by Label formats. We can only assign Label types (one level up).

Is there a way to print two different material labels for two different orgs/responsibilities?
