Coverage change doesn't get included in Renewal

I've updated a Coverage to add new Business Processes.  When I manually renew an existing Active contract with the same coverage name, the renewal only has the Business Processes from the Active contract.  It does not pick up the newly added Business Processes from the Coverage.  Is this normal behavior?  Would the same behavior exist for auto renewal?
