Workflow behaves weird when used Server request BS

Hello experts,

I have a workflow and withing that workflow I have two steps

1.creating a order using siebel operation

2. submit Order using Server Request BS

Now I want to add one more step after step 1 to add the line items to this order. I have called a sub process which calls a Server Request BS to add the line items to the order.

However when I add this step my workflow creates lot of orders instead of just one. I get the error message as below.
