JDE 9.1: P40305 Work with Print Message Profiles does not retrieve the print message in the language

When attaching a print message (the print message has values in F4016 in language blank, language E, and language F) by customer (ship-to) and item in P40305,

R42565 invoice print is using the print message, but not in the language of the ship-to-customer (F), it uses the text in the blank language.
