Can you restrict ARM data loaders to only load as 'Snapshot' and not 'Full Refresh' or 'Calculate

We have multiple business units that need the ability to load their GL data to ARM at varying times throughout the close process (as journals are made in the GL, etc.). We have set up several users with the ability to execute data loads in ARM, however all of them have the access to load data using the 'Full Refresh' mode.  As a result when they perform data loads using this mode it clears the data for all the other buisness units that had previously loaded data.

We are training the users to always use "Snapshot" to avoid wiping out each others data, but the risks exists that they could still select a 'Full Refresh'.  Is there a way to remove users access to select 'Full Refresh'?
