Suppress Statement Print for Customers with Zero Account Balance

Hi

I have an issue where statements are being generated for customers with zero account balance, in some cases even where customers have had no activity for several months. Is this something that can be configured or alternatively can the statement print option be set in R03B500X / Statement Notification Refresh?
