Is there a way to allow standard user to launch JDE on a windows 7 machine?

I changed registry and folder permissions based on an article I found for 9.1 and Windows7 but when JD Edwards Solutions explorer is launched by a user with no local admin rights, It is prompting for admin account credentials.  fyi, we are trying to avoid local admin rights per company policy. I need some guidance if there are quick workarounds. Thanks
