Getting error there is no service provider while tring to Generate a Carrier Response Template in OT

We are getting error while running Generate a Carrier Response Template in OTM sourcing Truckload Flow.

We have followed the below mentioned steps

1.shipment set criteria.

2. Build Shipment Set.

3.created a lane summary criteria

4.Run the Build the Lane Summary action.

5. Created Rate Offering selecing Sourcing Template check box.

6.Created rate record

7.Created CRT Configuration Specifing  rate record template created earlier.

8.Created one project

9.Then created bid round specifing CRT configuration ID created earlier.

10. then Select bid round.
Click Actions > Create Carrier Response Template

then we are getting error that there is no service provider.
Please help.
