oracle sql developer 4.1.3 slow connect to a 12c database, same for toad

oracle sql developer 4.1.3 slow connect to a 12c database, same for toad. When connecting remote via sql server to oracle 12c databases the response

is almost instantaneous.

When using the gui front end tools ie sql developer or toad to connect to the same databases is orders of magnitude longer. Eventually the connection will take place.

Called TOAD support. stumped.

Any ideas?
