Does Clear Settings Allow force user to Public Dashboard

I'm in the process of patching my 11.1.2.3 ARM environment to the .700 patch.  Something new in this patch from my version is the public dashboard.  I was curious if I cleared out the user's settings, would it send that user to the public dashboard?  To clear out a user's settings, I'm going to Manage, select Users, then double click on a specific user, and choose the clear settings option.
