Planning to move from r12.0.6 to higher version

Hi,

We are already decided to move from Oracle E-Business Suit R12.0.6 to higher version either R12.1.3 or R12.2.5, please suggest which version is more stable and can upgraded without any challenges. You urgent reply will be highly appreciated.
