What prevents Assignment Manager from re-assigning the same record when in Dynamic mode?

When running in Dynamic mode, the Assignment Manager server component is not explicitly used.  Rather the Workflow Monitor Agent invokes the Assignment Manager component.

The Workflow Monitory Agent processes records that were put into S_ESCL_REQ based on the Triggers that were generated.

We are assigning Service Requests. 

If the Triggers are looking to log an S_ESCL_REQ entry for anytime a Service Request is created or updated, what prevents the Workflow Monitor Agent from processing the same Service Request that was previously assigned?
