GLOBAL.USER_LANG error is coming by login with new user

We are facing issue in login to RMS application with new user. Below are the details-

>We have created one new user- RMSTEST with full access.

>Provide RMS_DEVELOPER and DEVELOPER roles.

>This user is present in both the below table-

ALL_USERS

USER_ATTRIB

> But facing below two error when trying to login in RMS application-

FRM: 40815- Variable GLOBAL.USER_LANG does not exist.

FRM: 40815- Variable GLOBAL.PRIM_LANG does not exist.
