r12.2 Legal Entity Setup issue with U.S. City Names not being listed in LOV

Greetings!

We are doing a fresh install of a 12.2 instance.  We currently have production on 12.1.3.  When doing the Create Legal Entity Setup, the Legal Address has city field as required.  Yet, no list of values is appearing when we do a search on what is available and we cannot just type in the city name.  I compared the descriptive flexfield setup for Application: Human Resources with Title: Location Address for "US", between the fresh install and our current production environment and it looks exactly the same.

We feel as though we are missing a setup step, but cannot figure out what it is.  We are using the GL and SLA Implementation Guide as references for our setup.  Should we be using something else as well?  Does anyone have any thoughts as to why we are not getting a list of values for City Names?
