P42270 is not showing orders with next status of 900

When we run P42270_ZJDE0001 in PD (production environment) we cannot see any orders on back order.  However when we run the report in DV we can see orders with last status of 900.  The business view table V42270A shows status 900 Sales Orders (SO) in both environments.  We tried to see if someone had made a change in the PD environment so we asked our CNC partner to package build from DV into our PD environment but that did not fix the problem.  I checked the P0313, P41001 and order activity rules and the settings are all the same.  Any
