trouble installing BI Publisher

I have a new laptop and had to re-install BI Publisher.

we are on PS 9.2 fin

MS Office 32 bit

windows 8

Java 8.73

I downloaded BI Publisher 11.119.00.0 and it successfully installed.

when I try to use it, by trying to upload an XML file, I get the message "could not load some objects because they are not available on this machine".

any advice would be appreciated.
