Subinventory Transfers during a Physical Inventory.

Is there a way to stop sub inventory transfers for an organization after the snapshot has been taken during a physical inventory?   We have had a problem where users continue to transfer inventory, which then make our snapshots invalid.   We would like to systemaically prevent this from happening.  Thank You.
