Can You Add Viewers at the Format Level so that Power Users can't remove them?

Is there any way to add Viewers to a reconciliation at the Format level so that a Power User can't remove them?

We have a client that wants to make sure the Corporate user group has view access to every reconciliation.  Currently Viewer groups can only be assigned at the Profile level and if you're a power user in charge of your profiles you have to remember to assign that viewer group to the profiles.

What would be nice is if you could assign a viewer group at the Format level since Power Users don't have the ability to change Formats and would therefore just inherit the properties from teh Format similar to how the other Format attributes are inherited (Instructions, Transaction Column Headers, etc.)
