21539521 additional step running dcmctl fails: $INST_TOP/ora/10.1.2/dcm/config/sysmgmtProperties.dtd

As part of an upgrade to 12.2.5, patch 21539521 needs to be applied to the new filesystem and the additional step running dcmctl fails: $INST_TOP/ora/10.1.2/dcm/config/sysmgmtProperties.dtd does not exist.

Is this something that may not be implemented or active yet? Should I skip this step?
