How can I transfer license plate numbers between branch plants via the ST/OT order process?

I am trying to test the functionality of transferring license plates between branch plants for a client and I am wondering how I can use the original LPN so that when the receiving branch receives in an OT order, they can scan the barcode and have all of the information available for the transaction. I know that I can do an inventory transfer via the function within P46L10 but that only does it systematically. For my client, I cannot do a transfer that way as they will be using ST/OT orders to transfer inventory between branches.

For example, I have an ST/OT for an item that is on LPN "01700". I will go through the shipping process for the ST and in doing so, I will first remove the items from license plate to make it loose for shipping. I then receive the OT on the receiving branch plant side which then shows the P46L30 application to assign a LPN. What I would like to do is to use the "01700" number that was the original LPN at the originating plant but I don't know if it is possible to transfer the empty LPN. Since the
