Oracle 10g non RAC and Class of Secure Transport (COST)

Hello,

We are running an old 10g single instance environment and we need to know if the threat mentioned in Security Alert for CVE-2012-1675 is truly a potential risk for this environment.  Is the Class of Secure Transport (COST) option available to Oracle 10.2.0.4 (non RAC) on a Windows server.  We want to prevent a remote listener from registering this older instance.
