Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. Hello everyone

anyone has come across with problem where

OPP and Workflow CM's are not starting actual=0 and target=1 after bouncing and restarting apps instance services.

I tried all the steps cmclean. CM recovery wizard, Serivce infra..etc etc.

nothing has helped, please anyone faced this issue , let me know the solution
