upgraded to 12.1.0.2 and now question about patch

We are running EBS R12.1.3 on RHEL Linux utilizing 12c database and are having some performance issues.

Doing some review of various documentation and reviewed "Oracle E-Business Suite Recommended Performance Patches (Doc ID 244040.1) - Section 1.2: 12c Oracle Database".

It mentions  Bug 14643943 can cause bad execution plan in preupgrd.sql.

This patch was not applied before the database was upgraded from 11.2.0.3 to 12.1.0.2 but I never noticed preupgrd.sql taking abnormally long.

Just trying to rule out this as any oversight as part of the upgrade which BTW happened 4 months ago.

Is this issue now fixed in 12.1.0.2? I realize there is no patch available for 12.1 but our App DBA insists this patch should have been applied.
