Par replenishment for Stock Items

I was troubleshooting  Par replenishment for stock items with cancel back order flag.  I found that when the Par Stock item (with cancel back order)  creates a requisition when the item is back ordered at the ordering inventory business unit ?     Have you seen the same scenario and someone can share how the cancel backorder work ?
