After Succesfully Login Print a Chairman Message in R12.1.3

After Successful Login Print the Chairman web page  wishes message will display to  User and after lick on the ok button , the Thanks message box will be display .

How can we do that.

Need to apply  two type of messaging in R12.1.3

1. Display Web page

2. Display A Message box.
