Projects Subledger Not Reflecting correct committment balances

We are currently on Oracle 12.1.3.

Since implementation, we have had issues with the encumbrances not updating in the general ledger or Projects sub-ledger when a change order was complete in the Procurement sub-ledger. Through the application of several patches, we were able to correct this issue going forward. However, the solution did not correct past issues.

I have been able to successfully create Encumbrance journals to update the general ledger to get it to balance to our current purchase orders. However, I have not been able to figure out how to update the commitments in the projects sub-ledger.

Does anyone know where I can find documentation on how to update the project sub-ledger?
