Concurrent Manager is consuming more CPU

Hi,

Our env details are as below, and we are seeing FNDLIBR ( Not all,  only some processes ) is consuming more CPU even when no programs are running. When we down the application services this FNDLIBR are not getting down we need to manually kill those processes. Kindly help us in solving this issue.

Application: 12.1.3 ( Shared appl top { 2 node  } )

Database: 11.2.0.3 ( 2 node RAC )

FNDLIBR processes details ( Parent processes id for all processes are same and each process is consuming 3.1% of CPU and CPU utilization is constantly 100% on only one application node and on second node its working fine  )
