Is there a download for a vanilla 15.4 srf?

We recently upgraded from 8.1.1.5 to 15.4 and are wanting to have a custom OUI object manager pointing to a vanilla srf for purposes such as testing issues against vanilla if needed.  When using the Vanilla srf in our setup, is brings up a blank OUI page after login.  I have read in other versions such as IP2013, there was a seperate srf file that could be downloaded from Oracle Support.  Is there one for IP2015?
