Enable Online Patching AD_ZD Packages ORA-04061 and ORA-04054 Errors

I'm upgrading EBS 11.5.10.2 to R12.2.5 with StartCD 51. I applied the Online Patching Enablement Patch (13543062) successfully with no failures. After the patch when I executed ADZDDBCC.sql (Online Patching Database Compliance Checker report), I've got some issues in section 1 which are seeded.  I've tried everything to figure out what is wrong so I can continue with the upgrade and I'm unable to figure it out.  I've got an SR logged for the past 23 days but I'm not getting a resolution.  Any ideas/help would be greatly appreciated.  Below is what section 1 of the report is showing after enabling Online patching.
