How to auto allocate move order requisitions

We have Move order requisitions in pre approved status and this needs to be transacted using MSCA. But the allocation is not complete and so transact move order is not available. We have already all the require information including lot number, source, destination sub inventories, locator information. We tried the option of using the INV_REPLENISH_DETAIL_PUB.line_details_pub API and it creates entries in the temp tables.

The Pending transaction screen shows the status as Allocated but still we need to manually click the Allocate button in the transact move order form. Is there any setup which we were missing here. This is for non-wms enabled organization and is there any way out other than running the concurrent program Move Order pick slip report?
