patch not correcting issue of CPU display

I am seeing the symptom described here:

Internal Bug 14331932: V$OSSTAT.NUM_CPUS=1 IN A VM ENVIRONMENT

EM 12c: Number Of CPU is Incorrectly Reported in the Enterprise Manager 12c Cloud Control Database Summary Page on VM Hosts (Doc ID 1956964.1)


where the correct number of cpus is not represented in oem.  This doc says to upgrade to 11.2.0.4, which is what I'm running:

Patch description:  "Database Patch Set Update : 11.2.0.4.160119 (21948347)"


SQL> select stat_name,value,comments from v$osstat where stat_name like 'NUM%';
