Project costing

We are implementing project costing and we have some questions:
1- Is it possible to create payment to an employee sending time from project costing to AP.
2- Project costing budget can only be affected creating manual transaction or is it possible to be affected automatically when we send time from time and labor or expense time report(Analysis type TLA & ACT) ?
3- Is project costing designed only to receive transactions from other modules to verify analysis types or can we send it to general ledger?
( because when we create time report or send time from time and labor, the status is I = omitted, meaning we can send it to general ledger or C when is ex time report )
